Vietnam Imposes Provisional Anti-Dumping Duties on HRC Steel Originating from China

Hot-rolled coil (HRC) steel imported from China into Vietnam will be subject to provisional anti-dumping duties ranging from 19.38% to 27.83%.

On February 21, the Ministry of Industry and Trade (MOIT) issued a decision to impose provisional anti-dumping duties on certain hot-rolled coil (HRC) steel products originating from India and China. Accordingly, the provisional anti-dumping duty rates applied to the investigated goods from China range from 19.38% to 27.83%.

The MOIT stated that during the investigation process, it coordinated with relevant authorities to review and assess the impact of dumping behaviors of imported goods on the domestic industry, as well as the dumping margins of producers and exporters from India and China.

The investigation results indicated that although dumping behaviors were identified, the import volume of investigated goods from India remained insignificant (less than 3%). Therefore, goods imported from India have been excluded from the scope of the provisional anti-dumping measure.

According to customs data, Vietnam imported 12.6 million tons of hot-rolled steel in 2024, an increase of more than 33% compared to 2023. Notably, even after MOIT initiated the investigation in July 2024, imports of HRC from China continued to rise significantly.

As a result, the Ministry decided to impose the provisional anti-dumping measure to prevent a rapid surge in HRC imports that could cause serious harm to the domestic industry in the near future.

According to regulations, MOIT will continue working with stakeholders to collect and verify information and documents provided, and will issue a final conclusion based on a comprehensive assessment of the case's impacts.

The provisional anti-dumping duties will take effect 15 days after the issuance of the decision, and will remain in force for 120 days from the effective date.

Previously, in March 2024, Hoa Phat Group and Hung Nghiep Formosa Ha Tinh Steel Company Limited submitted a petition to the Trade Remedies Authority requesting an anti-dumping investigation on HRC products imported from China and India.

By July 2024, the Ministry of Industry and Trade officially launched the anti-dumping investigation on certain HRC steel imports from the two countries.
